Formation Meeting


A meeting of automobilists resident in Berkshire and neighbourhood was held at the Great Westen Hotel, Reading, on Saturday, Decer 19th, 1903, beginning at 3 o'clock. The attendance included - Messrs H.J.Walmesley, J.P.B.Karslathe, J.G.Carew-Gibson,  NOlan Daly, George Alston, H.Harden, Emile Garcke, S.E.Garcke, jArgo Goss, Sir Gilbert A.Clayton-East, Bart D.G.Mason, J.E.Pearse, A.Gordon-Paterson, G.Russell-Miller, J.E.Vincent, J.S.Scoptt-Smith, W.Roalfe-Cox, E.A.Greathed, Robert Hargreaves, E.R.Portal, E.A.Barry, J.P.Jocelyne, J.M.Napier, G.J.Cripps, C.Vallange, Leycester Barwell, A.E.Newton, W.A.Phelsp, C.A.P.Trueman, E.D.Heelas, C.L.Mavas, J.T.Ford, J.Hohler, E.A.Potter, W.S.whitcombe, J. Hopkins-Walters, Norman H. Joy, Herny Peters, A.C.Arnold and EShrapnell Smith & Lt.Col.W.Waring, the Hon. Secs. pro tem.

I. Sir Gilbert A.Clayton-East, Bart, having been voted to the chair, the folliwng business was transacted, viz:-

II. Lt.Col.Waring read the notice convening the meeting, as under. This had been issued to upwards of 140 known owners of motor cars in the County and district.

III. Letter of Regret for non-attendance were read from the Earl of Craven, the Hon.Evelyn H.Ellis, Sir Alexander Henderson, Sir Francis H.Jeune, Captain Arthur Hill and others. A number of other letters in support of the project were quoted.

IV. The Chairman spoke at length on the proposal fo form the Club and its objects, and a general discussion ensued.

Resolved unanimously:

Resolution 1.
"That this meeting of automobilists resident in the County of Berks, or immediate neighbourhood, decides to form a Club, to be called The Berkshire Automobile Club, in conformity with the circular letter read."

V. Mr E.Shrapnell Smith read through the draft rules. It was decided, inter alia,

a) that three members of the Committee should retire annually and not be eligible for re-election for one year;

b) that the annual subscription should be two guineas, with an entrance fee of one guinea after Jany 31, 1904;

c) that the Berkshire Automobile Club should be affiliated to the Automobile Club of Great Britain & Ireland, but that details should be arranged by the Committee of the Club;

d) that a General Meeting of members, and not the Club Committee, should have the power of expulsion for misconduct of any kind;

Names of those proposed for the Club Committee having been taken, & notes having been made by the acting joint Hon.Secs, of various suggestions also put forward, the following resolution was unanimously adopted -

Resolution 2.
"That the Earl of Craven, Sir Gilbert A. Clayton-East, Bart., Mr Robert Hargreaves, Sir Alexander Henderson, Bart. (or, failing him, his son), Capt.Arthur Hill, M.P., Sir Francis H.Jeune, K.C.B., Mr James T. Ochs, Major E.R.Portal, and Mr C.D.Rose, M.P., are hereby constituted a first Club Committee and authorised to take all necessary steps to complete the formation business; and that the draft rules submitted are hereby agreed and approved, subject to such revision as the Committee may decide upon, and to confirmation at the next General Meeting."

VI. Forms of application for membership werfe passed round to be filled up by those wishing to become candidates for election.

VII. A hearty vote of thanks was accorded to the chairman, and the proceedings terminated.
